The **Assistant Dean for Administrative Affairs** is one of the essential pillars in the Deanship of the College of **(Education, Tuz Khurma)**, and is responsible for organizing and managing all administrative aspects to ensure the smooth and effective operation of the college.
This vital position oversees the administrative affairs of the college's staff, including faculty and employees, in addition to maintaining their discipline and providing a suitable work environment.
Detailed Duties of the Assistant Dean's Administrative Office
The duties of the Assistant Dean's Administrative Office also include:
- Monitoring the official attendance of employees and faculty.
- Organizing administrative leave and approvals.
- Supervising human resources management and staff affairs.
- Following up on the maintenance of the college buildings and facilities and providing necessary services.
- Preparing periodic administrative reports and submitting them to the Deanship of the College.
- Ensuring the application of administrative regulations and instructions issued by the Ministry of Higher Education and Scientific Research and the Presidency of Tikrit University.

Duties and Powers of the Assistant Dean for Administrative Affairs
The Assistant Dean for Administrative Affairs exercises the following powers:
First: Administrative Powers
- 1. To assign and coordinate the work of employees and technical staff across all college departments according to work requirements, distributing tasks among all sections to serve the college's interests and needs.
- 2. To issue orders for appointment, assignment, referral to retirement, and resignation.
- 3. To approve the granting of regular leave for technical, administrative, and contracted staff of the college for use both within and outside Iraq.
- 4. To approve the promotion of the college's technical and administrative staff.
- 5. To approve the assignment of college employees and staff to perform university overtime work.
- 6. To approve medical reports issued from within and outside Iraq for all college staff, provided that these reports comply with the regulations and provisions of the Sick Leave System No. (76) of 1959 and its amendments.
- 7. To carry out necessary transfers within the college's administrative staff in accordance with public interest and in coordination with the College Deanship and the heads of scientific departments.
- 8. To sign orders for granting regular leave, summer holidays, and legally sanctioned bonuses for staff who are referred to retirement.
- 9. To sign the annual increment and promotion forms for administrative and technical staff.
- 10. To grant maternity and birth leave to all female college staff according to current decisions and instructions.
Second: Financial Powers
- 1. To approve the referral of schedules and additional periods in accordance with the relevant committees and the general conditions of contracts, and applicable laws and regulations.
- 2. To have the authority to distribute necessary financial allocations among the scientific departments in coordination with the heads of those departments.
- 3. To approve the granting of professional and engineering allowances, infection and risk allowances, and other prescribed allowances in accordance with laws, regulations, and instructions.
- 4. To recommend the referral of departmental staff to investigation in accordance with the State Employee Discipline Law.
- 5. To propose issuing dismissal decisions for students who exceed the permitted absence rate in the department or branch, in accordance with current instructions, provided they are approved by the College Council.
- 6. To approve and disburse advance payments for travel missions for faculty, technical, and administrative staff within Iraq for appropriate periods to accomplish their tasks.
- 7. To issue administrative orders to warn or fail students due to absences or for their negligence and violation of regulations and instructions.
- 8. To issue administrative orders for lectures to be given by internal or external lecturers (in coordination with the College Deanship), to open specific records or forms for them, audit them according to the administrative orders issued for them, and to follow up on their payment through the departmental secretariat in coordination with the college's financial department.
